Hull Street over Manchester Canal bridge replacement

State Project: U0360-127-035; UPC 113290
The City of Richmond

Proposed Project:

This project will replace the existing poor rated bridge on Hull Street spanning the Manchester Canal. Construction of the bridge will be staged, maintaining two lanes of vehicle traffic and one sidewalk across the canal. The new bridge will be a simple span bridge with architectural features consisting of 8.5-ft raised sidewalks on both sides and 44-ft of deck for vehicles and bicycles

Environmental Document Review:

The City of Richmond is announcing the availability of the Categorical Exclusion (CE) Document completed for this project, with concurrence from VDOT and FHWA. The environmental document is available for public review and comment on the City’s website at the following link: https://rva.gov/sites/default/files/2026-01/113290%20Draft%20CE_0.pdf

By this notice the City of Richmond is indicating the availability of the Categorical Exclusion document for public review and comment. You may request additional information or ask questions specific to the CE Document and its supporting information by sending a written request stating your concerns postmarked by on or before February 13, 2026.
