BACKGROUND: The aforementioned area will be closed to work on the Buckingham Branch railroad bridge. Motorists are urged to use caution and observe the traffic control signage.

WHEN: Saturday, January 26 from 7 a.m. to 5 p.m.

WHERE: East Broad Street between 10th and 11th streets in the 6th Council District

BACKGROUND: Two eastbound lanes of East Broad Street between 10th and 11th streets will be closed to allow Dominion Energy to use a crane to replace a transformer at the Old City Hall building located at 1001 East Broad Street. One lane will remain open at all times. A rain date for this project is scheduled for January 27. Motorists are urged to use caution and observe the traffic control signage.

BACKGROUND: The aforementioned area will be closed to allow Dominion Energy to install new electric conduits in the street. Work for the project will occur at night and the street will reopen during the day. Motorists are urged to use caution and observe the traffic control signage.

CHANGES TO FRANKLIN STREET INTERCHANGE
TRAFFIC PATTERN IN RICHMOND BEGIN JANUARY 14
Ramp will be narrowed to one lane


SOUTH CHESTERFIELD – Widening of the I-95 South/E. Franklin Street interchange (Exit 74B) in the City of Richmond will significantly affect traffic patterns beginning Monday, January 14.

The ramp from I-95 south to E. Franklin Street will be closed Monday from 12 a.m. - 6 a.m., weather permitting, while crews install concrete barriers. Once the barriers are in place, one lane of the ramp will remain closed until the project is completed in summer 2019.

In addition, the following traffic patterns will be in place throughout the life of the project:

  • E. Franklin Street eastbound will be closed between 14th Street and 15th Street.
  • Motorists heading north on 15th Street will only be allowed to turn right on E. Franklin Street.
  • Motorists heading south on 15th Street will not be allowed to turn left into Main Street Station and will be detoured to E. Main St.

While the work is underway, drivers should expect significant traffic impacts, especially during the morning rush hour. To avoid delays, drivers are encouraged to use alternate routes.

Once completed, the $1.4 million project will widen the ramp from two to three lanes to improve safety and alleviate congestion.

Haxall Canal Draining January 5, 2019 - May 1, 2019

The City of Richmond Department of Public Utilities (DPU) is planning to begin dredging  the Haxall Canal on Saturday, January 5, 2019 as part of its required maintenance.

The Haxall Canal, which starts from the head gates near the west end of Brown's Island and extends to the 12th Street level control structure has accumulated large quantities of sediment from the James River and has reached levels that undermine the functionality of the level control structure and head gates, in addition to the aesthetic features the canal provides to the City.

The Canal was dredged this summer to survey and better assess the quantity of sediment requiring removal from the canal. The maintenance project will remove the large quantities of sediment and is scheduled to be completed by May 2019.

The Haxall Canal was previously drained and dredged of sediment in 2008. The City is expected to perform this required maintenance every 10-15 years. In addition to routine dredging maintenance, the Canal is periodically drawn down to lower levels for routine maintenance most often associated with cleaning trash and debris that undermine the functionality of the head gates and level control structure.

DPU staff have worked closely with Venture Richmond to establish the dates necessary for the current drawdown of the canal and will continue to do so in the future. In addition, Game and Inland Fishery staff have been notified of the canal draining and will be on standby to possibly assist with fish trapped in the canal when drained. Unfortunately this is not a finite process and a small number of fish could be killed, odors from stagnant water may be present, and there will be unpleasant aesthetics as a result of an empty canal bed. 
 
In addition to draining the canal, citizens should expect frequent construction traffic and equipment on a small portion of Brown's Island from Tredegar Street where this vehicular/pedestrian access will be closed to the public throughout the duration of the project. All other pedestrian access points to Brown's Island will remain accessible and open to the public throughout the duration of the project.
