Street Closures: Various Locations for CSX Work

WHAT:  Street Closures

 

WHEN: Starting at 6 a.m. on March 3 and ending at 2 p.m. on March 4


WHERE: The following locations:

  • Main Street at Main Street Station
  • Amtrack parking lot (affected spaces will be coned off)
  • E Cary St (near Canal Crossing Bldg.)
  • 15th & Cary Public Parking (affected spaces will be coned off)
  • Dock St (the area where it passes under the trestle)
  • Canal Walk
  • Manchester road emergency access road


BACKGROUND: CSX will be replacing the overhead rail lines that pass across the river. 


Note: Work is scheduled to start on the Manchester side of the James River on Tuesday. The road closures for Shockoe Bottom are slated to happen on Wednesday.

BACKGROUND: City crews to conduct work associated with the intersection lighting.

Drivers entering the City should use Nicholson Street or East Franklin Street for these two days.

BACKGROUND: Closure date moved due to inclement weather.

Removing existing signal poles and mast arms to replace around the intersection of Forest Hill Ave and Bliley Rd. As part of a traffic signal replacement installation project at the intersection.

Some travel lanes through this intersection may be temporarily closed during this process. Therefore, motorist must pay special attention to the signage during these days.

WHERE: Hull Street (in the 5th & 8th voter district)

BACKGROUND: The City will be resurfacing Hull St from Cowardin Ave to Belt Blvd.


Hull Street Resurfacing Plan is as follows:

2/16/26 The contractor will install Message Boards at Cowardin Ave and at Belt Blvd informing the public that construction will start on 3/16/26.

1.         Phase 1          (Cowardin to W 21st St)

2.         Phase 2          (W 21st St to Clopton)

3.         Phase 3          (Clopton to Tynick St)

4.         Phase 4          (Tynick St to E Broad Rock Blvd)

5.         Phase 5          (E Broad Rock Blvd to E 34th St)

6.         Phase 6          (E 34th St to Belt Blvd)

Each Phase will be completely closed for two to three weeks to perform this work. Work will consist of milling road to existing concrete road, lowering all utility valve boxes to new grade, adjusting all CG-9D entrances to new grade, and then resurfacing of roadway.

The start date is weather dependent.

To minimize delays for the public traveling through the city please use alternate routes.

BACKGROUND: CSX will be replacing the wooden ties in all the grade crossings within the City of Richmond (12 locations in all) beginning on or about March 9th.  At this time, we have minimal specific information but will share as the dates get closer and more information is shared with the City.  DPW is working with CSX representatives to develop detour plans to mitigate this impact on local residents.
